Tropical Cyclone BulletinHere is the latest Tropical Cyclone Bulletin issued by the Hong Kong Observatory.The Strong Wind Signal No. 3 is in force.This means that winds with mean speeds of 41 to 62 kilometres per hour are expected.At 7 p.m., Severe Tropical Storm Goni was estimated to be about 120 kilometres south-southwest of Hong Kong (near 21.4 degrees north 113.6 degrees east) and is forecast to move northwest or north-northwest at about 10 kilometres per hour towards the western coast of the Pearl River Estuary.According to the present track, Goni is expected to come to about 100km to the west of Hong Kong during the overnight period. The Observatory will consider the need for the No.8 Gale or Storm Signal before midnight.In the past hour, the maximum sustained winds recorded at Ngong Ping, Green Island and Cheung Chau were 89, 63 and 62 kilometres per hour with maximum gusts 108, 83 and 83 kilometres per hour respectively.
